This paper will review the political and financial challenges facing Cook County's public health system during the past fifteen years. The expansion of the services and facilities will be discussed. The political support needed for capital expansion will be reviewed. The financial structuring undertaken by the Bureau of Health Services and its impact on other parts of the safety net will be reviewed and discussed.
