During the three years that the rankings have been published, data from the states in several areas relevant to the rankings has improved in scope and quality. The project has used these improved data to construct rankings that better measure the desired parameters.

Learning Objectives:

• Understand the reasons behind the decision to refine some of the measures used in the state rankings, and what it portends for the future.
