Developing, customizing, and applying clinical performance data reports for hospitals in Asia and Europe to meet local needs of accountability and performance improvement

Summary: The International Quality Indicator Project, a large performance measurement system for hospitals, has introduced clinical performance measures in over 300 hospitals in nine countries in Asia and Europe in partnership with local organizations. The presentation discusses the factors to be considered when customizing a generic data collection system to provide meaningful input for performance measurement and accountability, including how data analysis is developed, customized, and applied to meet local needs of hospitals, partner organizations, and stakeholders.

Methods: The presentation is both qualitative and quantitative. First the presentation outlines the International Quality Indicator Project in Europe and Asia and the importance and challenges of customizing reports and analyses to meet different regional needs relating to accountability and performance improvement. Second, the presentation discusses approaches to customizable data analysis and reporting techniques that meet the specific needs of partner organizations and hospitals. This includes specifically designed local comparison reports and statistical process control, in order to meet the requirements for advanced trend analysis and appropriate identification of hospital comparison groups. Third, the presentation will address how the reports and analyses are applied in both Europe and Asia by various stakeholders in terms of performance monitoring, performance improvement, and accountability. Finally, the presentation will describe the collaborative process employed to customize data analysis and reports with local partners in order to meet their specific needs.
