Matching State and Local Strategic Priorities and Performance Goals
Background: The Ohio Department of Health has been restructuring performance standards tied to state subsidy dollars for local health departments, the focus areas under these newly codified standards for local health departments in Ohio include the following: protect people from disease and injury, monitor health status, assure a safe and healthy environment, promote healthy lifestyles, address the need for personal health services, and administer the health district. These priorities match up with six primary goals at the state level.
Objectives: To develop a local template of the state plan that is designed to shift local programming to match up with the six aforementioned focus areas for local public health.
Methods: Cuyahoga County Board of Health serves 830,000 people living in 56 Greater Cleveland communities. An extensive planning process that included participation from agency staff and community stakeholders was implemented in the Spring of 2004. This plan was designed to develop strategic priorities and measurable performance goals to be tracked over the 12 month period from August 2004 through August 2005, assessing progress on a monthly basis.
Results: Under the six focus areas, 28 strategic priorities and 42 measurable performance goals were developed. As of January 2005, we are: 14% ahead, 65% on schedule, 2% completed and 19% behind on achieving these performance goals.
Conclusion: By engaging staff and community stakeholders, this process is shifting public health programming at the local level to match up with state priorities in addressing the most significant public health issues facing Greater Cleveland.
