Policy Implication and Recommendations from the Baltimore R.A.R.E Project for Youth HIV/AIDS Prevention

Key findings from the RARE Project highlighted several issues which needed to be addressed by the policy makers within a short period of time. This section will describe recommendations based on major findings:

1. Creation of employment, vocational education and training to empower youth 2. Creation of youth friendly/peer driven HIV programs with a youthful environment 3. Holding care providers accountable and keeping the programs “real” 4. Increasing the visibility of HIV prevention media messages with prevention messages embedded. 5. Promote cultural and social norms for health protective behavior 6. Support health protective behavior messages. 7. Provide protective materials, including condoms in a variety of venues where minority youth are active, including store fronts, shops, churches, laundromats and barber shops

Implementation of these recommendations is being considered by local, regional and national policy makers and program administrators to create healthy environment among the youth in minority health communities
