Public Health Workforce Analytics for Preparedness

Numerous reports cite an impending crisis in ensuring an adequate and competent public health workforce for current and emerging roles in preparedness at the federal, state, and local levels. Recent experiences with emergency-response deployments, and the possibility of substantial deployments related to pandemic influenza, highlight the growing importance of evidence-based workforce planning for meeting preparedness and surge-capacity needs.

The endpoint of gathering workforce metrics — occupations, experience levels, competency levels, and work settings — is the starting point for workforce analytics. Applying workforce analytics to preparedness management is critical. CDC's Workforce Analytics for Preparedness Project strengthens the evidence base for workforce planning and deployment by building capacity to (1) identify preparedness workforce requirements by using existing human resource and financial databases and emergency-resources tracking systems, as well as other forecasting tools; and (2) develop analytic models to support individual preparedness scenarios (e.g., anthrax, plague, and pandemic influenza). Such workforce modeling also enables prediction of potential problem areas and development of recommendations for addressing needs for education and training and the necessary workforce pipeline for the future.

By developing models for forecasting workforce and surge-capacity needs, the project will play a part in building a qualified public health workforce fully able to address mission-critical roles in specific terrorism and emergency-response scenarios, and of decreasing the time needed to identify appropriate interventions for those affected by threats to the public's health.
