Objectives: The study examined both factors affecting quality of HIV care and perceived barriers of access to HIV services. Methods: Qualitative data from 21 service providers located in NE Georgia were collected in summer of 2004 via in-depth phone interviews (n=7), face-to-face interviews (n=5), and a focus group (n=9). Service providers interviewed included doctors, nurses, community organization leaders, social workers, HIV testing specialists, and case managers. Data were transcribed and emergent themes related to care quality were identified. Results: Average age of providers was 45.2 years, about 71.4% were female and 85.8% were Caucasian. Cultural sensitivity issue was mentioned as a great concern affecting quality of HIV-care. Lack of coordinated services and communication among providers, under-staffing and financial constraints of service agencies were also stated as common issues providers faced. A majority of providers expressed a need for in-service training and continuing education. Perceived barriers to services, ways to improve services and to increase HIV testing were discussed. Recommendations: Providers in the study commented that a more diverse and empathetic staff were crucial in relating to patients' concerns. Types of preferred learning modes for the providers to receive continuing education should be recognized for further training. There was also a consensus that service providers should reach out and increase HIV awareness among at risk groups.
