A Collaborative Process for Training Volunteers through Technology

This session will present the process and outcomes of a collaborative training effort between an academic institution, Harvard University's School of Public Health Center for Public Health Preparedness and Boston health agencies, including the Boston Public Health Commission's Office of Public Health Preparedness and the DelValle Institute for Emergency Preparedness. These efforts were undertaken to provide an efficient means of providing orientation training to over 4,000 Boston Medical Reserve Corps (BMRC) volunteers to be recruited through 2007. Development of this distance-learning course was guided by the use of several principles outlined in the Office for Domestic Preparedness document on Blended-Learning Strategies.

The on-line orientation training features: a professionally narrated script fully synchronized with the text and graphics, printable and customized certificates of completion that are automatically generated; self-evaluation checkpoints; printable course notes; a printable FAQ (frequently asked questions) section; downloadable Red Cross and Homeland Security forms; video vignettes of emergency responses; a flash simulation of the automated call response system; CMEs offered by Harvard; and an electronic evaluation to provide detailed reports and course modifications.

We will describe the course development and use of the ADDIE (Analyze, Design, Develop, Implement, Evaluate) Instructional Design Model created by Crawford's & Associates methodology, as well as the attributes of the ANGEL Learning Management System (LMS). All of these components have ensured that the BMRC orientation training will be user-friendly and sustainable. This presentation will include a video simulation and preliminary evaluation data on the effectiveness of this methodology.
