An Examination of Ryan White CARE Act Funds and HIV/AIDS Service Providers in Selected States

An Examination of Ryan White CARE Act Funds and HIV/AIDS Service Providers in Selected States

Issues: The description and evaluation of the administration of Ryan White CARE Act funds (Title II and Title III) from HRSA through the states to AIDS Service Organizations.

Description: The project was an inventory and analysis of HIV/AIDS service provision networks in 19 US states. The focus of the project was on rural areas and the goal was to find states or regions that were exemplary in terms of HIV/AIDS service delivery. Qualitative data were collected in the form of brief interviews with key administrative officials. Subjects were queried on matters of funding distribution and service delivery structure. Quantitative data were collected via surveys with 119 HIV/AIDS service providers. Survey participants spanned numerous professional roles such as AIDS service providers, mental health providers, substance abuse service providers, and prevention specialists. Survey participants were asked to evaluate multiple aspects of their respective service delivery network.

Lessons Learned: There is much variability in the way Ryan White CARE Act funds are distributed and utilized in rural areas of the various states and regions. No state emerged as truly exemplary in terms of rural HIV/AIDS service provision.

Recommendations: Recommendations include additional research into the effectiveness of HIV/AIDS service provision in rural areas of the United States. Also, additional leadership from HRSA regarding best practices and recommendations for funding utilization in rural areas.
