Supportive housing: Costs and outcomes from an innovative program

The Minnesota Supportive Housing and Managed Care Pilot is an innovative state-funded pilot project which provides housing and intensive, flexible case management services to homeless single adults and family members who are dealing with mental illness, substance abuse or HIV/AIDS. The goals of the program are to enable chronically homeless adults with physical and behavioral health issues to live independent, stable, healthy lives in the community. The program operates in two Minnesota counties, has served over 600 people to date, and includes a systems-level focus on aligning resources to improve service delivery.

In this session we report results from three separate but coordinated studies of the pilot: 1) a qualitative evaluation examining program implementation and participant outcomes through annual focus groups and interviews, 2) a quantitative evaluation that tracks participants' outcomes with interviews at enrollment, nine months, and eighteen months post-enrollment, and 3) a cost study that draws upon state data sources to compare Pilot participants' service use and associated costs to that of a matched comparison group. In particular we: 1. Describe the program model 2. Blend quantitative and qualitative findings to describe participants' changes over time in residential stability, physical health, behavioral health, quality of life, and other domains 3. Report on the estimated costs of the program and of potential cost offsets 4. Place the program and its results in the larger context of programs addressing the needs of homeless adults and children.
