Case Study: “Train-the-Trainer” Hazard and Emergency Awareness Training for KY Healthcare Professionals Assisting Elders Prepare for Bioterrorism

This presentation will be a descriptive analysis of prevention and preparedness planning conducted to develop a “train-the-trainer” model for bioterrorism and emergency measures with elderly populations. Problems are clearly apparent in community healthcare environment affecting the elderly that adequate steps have not been taken to educate and involve this population in emergency preparedness. Our model utilizes a two-step plan in the planning and preparation process. Step 1 involves: Consideration of Special Needs and Emergencies. Within this planning process we include:

- Understanding special concerns of the elderly toward preparedness - Identifying resources for preparedness among the elderly - Developing a profile of the elderly and preparedness - Collaboration measures between elderly gatekeepers and community preparedness personnel

Step 2 of the process will involve the development of the actual emergency plan and demonstrations with the Hazard and Emergency Awareness Training (HEAT) mobile unit. The HEAT unit was secured as a result of heightened interest in community emergency response and public protection from chemical, biological, and radiological terrorism. This mobile unit is capable of providing community bioterrorism awareness training and emergency response. Additionally, the HEAT unit provides a measurable cost-effective and convenient way to train the trainers as well as individuals on safe practices dealing with potentially hazardous agents. We will share the organization's successes and challenges at the time of the conference.
