Development and implementation of Environmental Quality Objectives in Sweden, with a special focus on the goal A Non-Toxic Environment

In 1999, the Swedish way of setting goals in the field of environment was overhauled and 15 new environmental quality objectives were adopted by Parliament. A 16th objective was added in November 2005. The objectives cover areas such as reduced climate impact, clean air, good water quality etc. The overall aim is that, within one generation, the major environmental problems currently facing us will have been solved. One of the objectives is A Non-Toxic Environment. This objective is divided into nine interim targets which form a system of components that are necessary for reaching the objective. The interim targets cover for instance the need for more data on health and environmental properties of chemicals, the need for better information on the contents of chemicals in articles and the need for phasing out the use of substances of very high concern. To attain the goals a broad range of activities are carried out. The goals form the basis for action both on a national level and in EU and international cooperation. The objective is difficult to attain, but progress has been made and the intentions of the goals are now reflected in several important agreements and pieces of legislation.
