One-e-App: The impact of a county wide web-based application to streamline screening and enrollment for federal, state, and local health care assistance programs at Alameda County Medical Center

A county-wide collaboration in Alameda County, California has been developing an innovative Web-based application called One-e-App. The application supports federal, state, and local health care assistance programs, including County expansion programs such as Healthy Kids. To effectively streamline the application processes for these programs, regardless of where an individual seeks services or the frequency in which individuals seek services, the One-e-App application is designed to automate transactions and interface with multiple county systems that play a role in enrolling eligible members and managing the case.

Some features of this system include:

Automated screening and enrollment for Medi-Cal, Healthy Families and local programs through a single application process

Automated file clearance in a shared server to identify existing clients, thereby reducing duplication of health coverage

Online capture and storage of verification documentation and signatures for current and future case review, recertification, etc.

Alameda County Medical Center began piloting this application in its facilities beginning January 2006 and preliminary data collected through this pilot will demonstrate the system-wide effectiveness in Medi-Cal/ Medicaid patient enrollment numbers in a public hospital system and provide preliminary data on the efficiencies in patient financial screening. The findings of this pilot project will have implications for managing screening and enrollment of eligible patients into assistance programs and its financial impact for public health care organizations.
