Purpose: To present policy and regulatory barriers nurse-managed health centers (NMHCs) face as an emerging safety-net healthcare network.
Background: NHMCs have emerged as critical safety-net in America's health care delivery system. They represent a growing movement of health centers, usually run by Schools of Nursing or independent non-profits, that have become known for reducing health disparities by providing accessible quality comprehensive primary health care to populations with trouble accessing care. The NNCC has been at the forefront of a grassroots movement to strengthen the capacity, growth and development of nurse-managed health centers through policy advocacy at both state and federal levels.
Methods: Two health policy issues will be discussed through data from two national evaluations. The first national evaluation of 122 health care insurance companies outlines their limited reimbursement policies for nurse practitioners. The second research evaluation, funded by the Centers for Medicaid and Medicare Services (CMS), outlines the role of health centers as safety-net providers and barriers to sustainability and adequate reimbursement from public and private resources.
Results: Data will be reported on the national evaluation of the 122 largest health care insurance companies and their reimbursement policies for NHMCs. The research results of the CMS evaluation will be reported, describing the regulatory and policy barriers the centers are facing.
