During the past two decades, there has been a rapid growth in nurse-managed health centers (NMHCs) within the US, with the number now estimated to be approximately 250. Although some centers offer exclusively health promotion services, most provide primary care as well and have emerged as important safety net providers. However, they have not received formal recognition, as such, and have encountered many challenges. Insuring the survival of NMHCs requires a review of the past, a look at the present, and preparation for the future. The first presentation will focus on results of a ten-year retrospective, qualitative study of ten centers in Philadelphia, identifying their historical and present challenges and the resources and strategies employed to meet them. A second will present results of a CMS funded study of selected Philadelphia NMHCs that supports their inclusion in the formal classification of safety net providers. A third presentation will discuss both quantitative and qualitative data documenting the scope of health promotion services offered in a sample of nurse-managed centers and their role in supporting the health and well-being of community dwelling elders. The fourth will conclude with a discussion of the results of a National Nursing Centers Consortium nationwide study of HMOs’ credentialing practices and will outline health policy issues that must be addressed to insure the future survival of the NMHC model of care.
Learning Objectives: At the conclusion of this session, the participant will be able to: 1.Identify five challenges faced by nurse-managed health centers historically and list one strategy or resources used to address each; 2.Describe the clients served and scope of services provided by NMHCs; and 3.Discuss two health policy issues that must be addressed to insure the survival of NMHCs.
