Although for many years the national STD program had been managed with tight evaluation criteria for several aspects of local operations, for many reasons (paper work reduction etc) this practice hadn't continued over the past 2 decades. However, in the past several years, the Division of STD Prevention, in close collaboration with STD program managers across the country, has developed and implemented a series of performance measures which local programs must now address. These measures cover a wide range of prevention areas but are not as yet comprehensive or fully balanced. The local programs have been wrestling with the “data gathering” step, and are just beginning to consider the aspect of performance measurement that may be most important for public health – namely how to use those data to improve program performance.
