Statement of Purpose and Institute Overview:
The purpose of this Institute is to enhance the ability of public health practitioners to effectively define, locate and reach vulnerable populations to protect them in the event of public health emergencies. Few people will forget the media images from the Gulf Hurricanes of 2005, of poor and African-American New Orleans residents left behind after most residents abandoned the city in advance of Katrina. They were unprepared for the events that followed, as were those who sought to assist them. We also remember the sight of nursing home residents losing their lives in a bus fire as they fled from Hurricane Rita. This institute has been planned to learn from history and to reduce the likelihood of unnecessary illness, injuries and deaths in the future. This program will assist state and local public health officials as they seek to improve their ability to prepare for all types of emergencies, from natural disasters, such as the hurricanes mentioned above, to terrorist events and emergency infections like avian flu. Participants will learn from experts as well as their peers in the field. Practical concepts and tools will be emphasized.
