The closing general session will focus on increasing access to health care and examine initiatives at the state and federal level that incorporate individual and employer mandates. The panelists will discuss various proposals for their general applicability and approach. APHA has long standing policy asserting health care is a human right and the states are the laboratory for action right now. Panelists will focus on the Massachusetts legislation which includes a combination of individual and employer mandates and the “Wal-Mart bill” which has been introduced in several states, passed in Maryland and includes an employer mandate. | |||
