185205 An exploratory crosswalk between the ICF and healthy people 2010 objectives for people with disabilities

Purpose: This analysis evaluates whether the HP2010 objectives with respect to people with disabilities, map to the International Classification of Functioning, Disability, and Health (ICF). Materials and Methods: DATA2010 was used to identify several objectives from Focus Areas 1–28 that include people with disabilities in the population template, or addressed health issues experienced by people living with impairments or disabling chronic conditions, or addressed services and systems that serve people with disabilities. ICF codes were identified that aligned with the substance of those HP2010 objective. Findings: All ICF components map substantively to the Healthy People 2010 disability-related objectives specifically in the: body function categories of emotion (b152), sensory (b210–b229), cardiovascular, haematological, immunological, and respiratory, (b415, b435, b440), metabolism endocrine (b510, b520, b530, b545, b555), procreation (b660), neuromusculoskeletal and movement (b710–b799), and skin (b810–b849); body structure category of lower extremity (s750); activities and participation categories of self care (d510-599), acquisition of necessities (d610), major life areas (d810–859), community, social, and civic life (d920); and in the environment categories of products and technology (e110–140), support and relationship (e310–399), and health services, systems, and policies (e575, e580). Healthy People behavior, knowledge, and death objectives did not map to the ICF. Recommendations: Both the ICF and Healthy People might be improved overall by mapping one with the other to more uniformly communicate, assess, and address the health of people with and without disabilities.
