190301 Shared responsibilities in implementing second stages of health care reformWednesday, October 29, 2008: 11:30 AM
California's Governor Arnold Schwarzenegger has proposed comprehensive health care reform comprised of three main concepts: prevention, cost containment and coverage. The reform plan also heavily relies on the principles of shared benefits and shared responsibility. A main feature of shared responsibility is the funding of expanded coverage or subsidies for the now-uninsured which will require new resources. The Governor's goal is to identify and utilize new resources that do not draw down on the general revenues of the state while demonstrating the benefits of enhanced coverage for the various payers in the system. The session will identify these various payors and their potential role in sharing responsibility for comprehensive coverage in California.
