Disease prevalence and health care utilization patterns of people with physical disabilities in Kansas who receive support from an HCBS waiver

Little research has documented how Home and Community Based Services (HCBS) waiver services (Kaye et al., 2009), especially personal assistance services (PAS) affect the health utilization of the recipients. In addition, only a modest amount of information is available about the health and health care utilization patterns of individuals with physical disabilities supported by Medicaid (Fox & Kim, 2004). Even less research documents the relationship between receipt of PAS, health, and community participation. The first purpose is to provide session participants with knowledge about the health status and health care utilization patterns of individuals with physical disabilities supported by HCBS waiver in Kansas. The second purpose is to provide a description of the relationship between personal assistance services, health and community participation. The discussion will include a comparison and contrast of those who moved from an institutional setting when they enrolled in HCBS to those who already resided in the community when they enrolled.
Learning Objectives: 1. Describe the disease prevalence and health care utilization patterns of people with physical disabilities in Kansas who receive support from an HCBS waiver.
2. Describe the relationship between PAS, health, and community participation for people with physical disabilities supported by HCBS.
3. Discuss how PD waiver recipients who moved from an institutional setting when they enrolled in HCBS differ from those who already resided in the community prior to HCBS enrollment in terms of disease prevalence rates, utilization patterns, type of disability, and articulate why this difference is important.
