The presenter has served as the Councilman for the Sixth District on the Denver City Council since 2001. In 2009, changes in federal drug policy created legal chaos in Colorado as state and local official scrambled to cope with booming growth in medical marijuana dispensaries and a surge in applications for medical marijuana cards. Like many cities, Denver was caught unprepared for the overnight boom. Councilman Brown led efforts in Denver to enact regulations to control growth and create restrictions on operations and placement of dispensaries. His presentation will discuss the experience in Denver, types of policies Denver has enacted, and challenges caused by the federal policy changes.
