The origins of public health in England are in local government in the 1800s. After having been part of the National Health Service for almost 40 years public health functions are being returned to local councils. The simultaneous creation of a national body, Public Health England, will complete the development of an entire new structure. The objectives, process and challenges involved in this change process will be presented.
