CNCDs in Latin America and the role of Primary Health Care

Non-communicable diseases (NCDs) are the leading causes of death and disability worldwide. Almost 60% of mortality worldwide and almost 46% of the global burden of disease have been attributable to NCDs. If current trends continue, these diseases are expected to account for 73% of deaths and 60% of the disease burden in the year 2020. In Latin America, the Caribbean nations have the highest prevalence. Up to 80% of the NCD mortality, mainly due to cancer, diabetes, chronic lung disease and cardiovascular disease, can be prevented by improved individual care and public health programs. Primary health care is the main strategy to implement control and prevention programs. From Nicaragua to Chile, Latin America includes very varied models of Primary Health Care. This presentation will compare the role of PHC in six countries Mexico, Trinidad, Peru, Chile, Brazil and Cuba using the framework of Finland's North Karelia project and the CARMEN initiative ( Conjunto de Acciones para la Reducción Multifactorial de Enfermedades No transmisibles – Concerted actions to reduce multifactorial non- transmissible diseases). The distribution and control of personal, behavioral and environmental factors will be compared and various epidemiological surveillance tools are analyzed. The presentation will describe the creation of regional observatory and summarize strategies, health policy and community-based interventions, and make recommendations for improved NCD program management and global health goal setting and measurement. An advocacy strategy for global prevention targets will be proposed
