Tools for state oral health programs- plans and policy

The Children's Dental Health Project (CDHP) has served as an external partner of the Centers for Disease Control and Prevention's Division of Oral Health (CDC/DOH) through Cooperative Agreements since 2005. Since that time, it has expanded the range of tools available to state oral health programs (particularly those funded by CDC) related to state oral health strategic planning and policy development. This session will highlight a number of these tools, including an Oral Health Policy Tool, which is a facilitated framework designed to assist states in aggregating stakeholder input to assess policy and systems change. Between 2007 and 2012, this tool has been utilized in more than 20 states (in several states more than once) in stakeholder groups of differing size. Other CDHP-developed tools that complement the policy assessment tool will also be discussed, including two user-friendly databases that provide timely cross-state comparisons on state oral health plans and state oral health coalitions, respectively. Finally, the session will inform participants about the contents and use of a database that tracks legal aspects of community water fluoridation across the states, including case law, federal policy, state statutes and regulations and local ordinances for larger population areas. The Fluoride Legislative Users Information Database (“FLUID”) is currently updated through a partnership with American University's Washington College of Law. tnership with American University's Washington College of Law.

I previously served as a consultant on health policy projects with the National Cancer Institute (NIH/NCI) and the MayaTech Corporation, focusing on tobacco control and obesity. I have a B.A. in Political Science from the University of Maryland and J.D. from the Georgetown University Law Center.
