This session includes many important topics related to nursing home health care utilization and costs. The following issues will be discussed: Medicaid reimbursement policies and nursing home attributes associated with culture change adoption, nursing home quality regulation vs. better quality, transitions from nursing home to community in the Minnesota Return to Community Program, the facilitators/barriers to pressure ulcer prevention in Nursing Home Community Living Centers (CLCs), as well as a comparative analysis using CMS Nursing Home Compare data to examine differences between rural and non-rural facilities.
Session Objectives: 1. Describe how nursing home characteristics and Medicaid reimbursement policy is associated with greater or lesser culture change adoption in nursing homes. 2. Assess the policy implications of nursing home quality. 3. Evaluate the impact of this program on nursing home utilization, conversion to Medicaid, and Medicaid expenditures. 4. To compare the quality of rural and non-rural nursing homes by aggregated rankings on five quality measures calculated by the Centers for Medicare and Medicaid Services.
