Integrating and displaying multiple levels of data for global HIV/AIDS programs

Purpose: To create readily usable information for managing and evaluating global HIV/AIDS programs using multiple sources and levels of data. By bringing together disparate sources of data which were not previously integrated, the value added is the ability to use, display and interpret this information on multiple levels. Data/information used: The data are retrieved from dozens of countries conducting HIV/AIDS programs funded by the U.S. government's PEPFAR (President's Emergency Plan for AIDS Relief). Data are retrieved on many different levels: Inter-agency (PEPFAR), agency-level (e.g., CDC), country-level and even the partner-level (i.e., from private partners funded through the various government agencies). Methods: The “Data for Partner Monitoring” (DFPM) system integrates these data for analysis and visualization, with an emphasis on affordability. Thus, DFPM uses common, open-source tools for data analysis and visualization, where appropriate. An example is the use of R software rather than SAS for statistical analysis. DFPM also uses open-source mapping and GIS software (e.g., CyberGIS, Quantum GIS or QGIS) rather than the expensive closed-source tools from companies such as ESRI, and uses “hybrid” GIS tools which combine open-source and closed-source by using open standards and specifications. Results: A fully integrated data system with the ability to produce reports, maps and critical information at all levels for HIV/AIDS program management and evaluation; DFPM's visualization and analysis tools are user-friendly and allow the end-user to drill down to the partner-level of program activity. Recommendations: Be aware of issues of affordability and the range of capacities in various countries.
