Introduction: People with disabilities (PWD) make up a significant portion, approximately 18%, of the U.S. population and are vulnerable to disparities in health and healthcare access. Further data collection and analysis is necessary to help states better understand and act to address the health needs and access to care barriers that impact the disability community. As part of a Centers for Disease Control and Prevention grant, the Ohio Disability and Health Program (ODHP) conducted a public health needs assessment on the health status of people with disabilities in Ohio.

Objectives: The purpose of this assessment was to obtain a clear understanding of the health status and needs of PWD in Ohio. We report on disability prevalence, healthcare access, health promotion, and emergency preparedness.

Methods: A mixed-method approach was implemented, analyzing primary and secondary data. These sources included the 2010 and 2011 Behavioral Risk Factor Surveillance System, 2012 Ohio Medicaid Assessment Survey, 2009-2011 American Community Survey, 2013 ODHP online survey, 2013 ODHP public forums, and 2013 ODHP Somali focus group. Descriptive statistics were gathered for this assessment.

Results: Health disparities were identified in chronic disease prevalence, health risk behaviors such as smoking rates, and barriers experienced in accessing healthcare. Perceptions of health promotion not being a priority, among other insights, were gleaned from participants with disabilities and caregivers.  

Conclusion: Comprehensive data are imperative for public health programs to effectively identify and address the health needs of PWD systemically while utilizing data to support investments in the health of this underserved population.
