To assess and evaluate trend in grant applications submitted to the Agency for Healthcare Research and Quality (AHRQ) in response to AHRQ’s funding opportunity announcements. Our data analysis tracks the trends of new AHRQ grant applications from FY2009-FY2013.  Databases used for this analysis are the AHRQ Grants Online Database (GOLD) and NIH Query View and Report (QVR.  The two types are a Request for Applications RFAs) and a Program Announcements (PAs).  The RFA is defined as well-defined scientific area to stimulate activity in AHRQ programmatic research priority areas.  A single application receipt date is specified, and the announcement identifies the amount of funds earmarked for the initiative and the number of awards likely to be funded. The PA describes continuing, expanded program interests for which grant or cooperative agreement applications are invited “[1]

In 2005, AHRQ received 475 research applications in response to 13 PA and 6 RFA funding opportunity announcements.  In 2010, 729 applications were received to 13 PAs, averaging  56 per announcement. In contrast the average response to RFAs was only 31 per announcement. The total number of applications received in response to PAs and RFAs has shown a 100% increase since 2005 and PAs were responsible for 85% of  the responses. The data also shows that a majority of applications submitted were in response to the Health Information Technology (HIT); Patient Safety- and Comparative Effectiveness Research (CER)-related PAs.  The significant increase in response to Program Announcements vis-à-vis RFAs indicates a paradigm shift in approach to research solicitations. This increase is also a reflection of researchers understanding of  AHRQ priorities. Encouraging investigator initiated research via PA venue may result in Agency’s continuous supports innovative research and hence would foster and enrich the knowledge-based for health services research to improve health care and services for all Americans.
