Texas' HIV/STD Program support for community mobilization: A pathway to comprehensive, coordinated prevention

A coordinated, comprehensive community response holds the promise of achieving more effective HIV prevention. We will describe a state health department’s system of theory based capacity building and technical assistance designed to educate contractors and support their efforts to provide coordinated, comprehensive community responses, as well as regional coordination of prevention activities. Gardner’s spectrum of engagement serves as a framework for planning comprehensive prevention efforts. Funding for community mobilization provides a vehicle for coordination of activities. The linkage of social determinants to barriers to individual engagement in the spectrum of engagement provides for the address of health disparities as they relate to HIV/AIDS and other chronic health conditions. The socio-ecologic model is used as a planning tool to increase synergy among programmatic approaches to deal with social determinants. Contractor summits are opportunities for direct sharing of programmatic ideas and brainstorming/development of collaborative efforts. Contractor bulletins, site visits, telephone and email consultations, and online technical support documents give ongoing assistance for program planning, implementation, and evaluation. This presentation will also describe current mobilization projects of great promise. Participants will be invited to discuss relevance to their work in small group discussion. Technical assistance tools will be provided through links to documents.
