Background

Purpose: to examine whether or not there is correlation between fluoride varnish application and the issuance of “Oral Health Care Manual for Disabled”, and whether or not it will lead to the difference in the number of fluoride varnish applications.

Methods

Based on the analysis of questionnaires among participants:

There are significant correlations between the two variables (care method and case relationship) and fluoride varnish application.

Based on the analysis of health care data of participants and the review questionnaires among caregivers:

1.There is significant statistical difference in the situations of fluoride varnish application before and after the issuance of manuals. Fluoride varnish applications in institutions or schools are mostly based on collective execution .

2.The most urgent need by disabled with respect to the content of oral health care manual is the description of medical resources for disabled.

3.The  transportation factors affec the decision on fluoride varnish application.

4.The promotion of oral medication policy can be more comprehensive and easier implemented among institutions and agencies.

Conclusion

(1)  Oral care manuals and educational trainings should be provided to households and institutions respectively.

(2)  The content of medical resources should be strengthened for the “Oral Health Care Manual for Disabled”.

(3)  The first priority for improving clinic visit rate among disabled is the improvement of transportation factor.

(4) The promotion of oral care manual should be integrated with various incentives and the advocacy based on both education and entertainment.
