Background: The Native Hawaiian and Pacific Islander (NHPI) population comprises of 0.4% of the total U.S. population, making it a difficult group to include in sufficient numbers in most population-based surveys. The Centers for Disease Control and Prevention(CDC) National Center for Health Statistics (NCHS),in partnership with the U.S. Census Bureau and the HHS Office of Minority Health (OMH),launched The Native Hawaiian and Pacific Islander (NHPI) National Health Interview Survey (NHIS),the first-ever, large-scale national health survey to collect detailed health information on the NPHI population.

Objective: The NHPI NHIS provides a new opportunity to collect data at the national level to assess the health status, health needs, and health care utilization of the NHPI population. Culturally sensitive interviewer training as well as community outreach and education to promote the study will support the participation rates.

Methods: NCHS,Census and OMH implemented a multi-pronged culturally competent approach to increase awareness of the project and to engage the NHPI community.

Results: Extensive cultural awareness and sensitivity training was conducted for the NHPI NHIS interviewers, based on information gathered from the communities.  Outreach materials were developed for stakeholders and shared with leaders from the NHPI community.  Radio and print media interviews were conducted by HHS to promote and educate the community about the project.  HHS engaged the National Partnership for Action’s infrastructure was used to engage Regional Health Equity Councils, non-governmental organizations located in ten regions of the country, as well as faith-based organizations that serve predominantly NHPI population, to promote the project.  To amplify the outreach efforts, HHS collaborated with the White House Initiative on Asian Americans and Pacific Islanders.

Conclusions: Culturally competent outreach and partnerships with federal and non-federal agencies were essential in the success of the project. The NHPI NHIS project will shed important light on the health status of the NHPI population.
