Maura Shiffman, MPH , Health Council of South Florida, Miami, FL
The Health Council of South Florida has served as a neutral convener for all Miami-Dade and Monroe county organizations working on the Affordable Care Act. The Health Council has encouraged collaboration amongst partners, allowing for efficient and effective outreach, education and enrollment in Health District 11 (Miami-Dade and Monroe counties).

The Health Council of South Florida will survey federally credentialed Navigators and Certified Application Counselors in the State of Florida to obtain insight in to the states federally facilitated Health Insurance Marketplace during the 2013-2014 open enrollment period. By doing so, the Health Council will determine effective enrollment practices and identify challenges/barriers for English, Spanish and Creole populations in the State of Florida. The Health Council will partner with a national organization to distribute a survey to strong community partners who were actively involved in outreach, education and enrollment efforts during open enrollment. The survey will be distributed electronically and will then be analyzed to identify effective and efficient enrollment strategies for implementation during the Affordable Care Act’s 2014 Open Enrollment period.
