Certainly the biggest change to come out of Katrina was the passage and implementation of the Pet Evacuation and Transportation Standards Act (PETS Act) which requires the inclusion of pets in all levels of disaster planning. Second would be the establishment of the National Alliance of State Animal and Agricultural Emergency Program (NASAEP) and the National Animal Rescue and Sheltering Coalition (NARSC). The former group represents each state entity responsible for animal, especially pet, issues in a disaster and the latter represents those ethical partners who are willing to work closely with the agencies and agricultural groups, following ICS, to supply safe and ethical response to a disaster.

Qualified on the content I am responsible for because: My disaster career includes over 30 responses to national disasters and major events including two and one-half months to Hurricane Katrina, three weeks to the World Trade Center, numerous other hurricanes, response for HHS as veterinary public health liaison officer in Haiti earthquake. I have taught at many colleges and universities throughout the U.S regarding veterinary response and public health including major veterinary colleges. My public health degree centered on veterinary disaster administration and planning.
