Gathering Community Assets in the Southeast to Benefit ACA Enrollment, Outreach and Education

Increased awareness about the health insurance benefits under the Affordable Care Act (ACA) of 2010 is a priority area for the Southeastern Health Equity Council (SHEC), which comprises forty leaders from diverse backgrounds representing 8 states in the Southeastern United States (AL, FL, GA, KY, MS, NC, SC and TN). A recent report card developed by the SHEC indicates that only 68% of Blacks and 54% of Hispanics in the region have health insurance. Kentucky is the only state in the Southeast with an expanded Medicaid program and a state run health insurance exchange. As a result, residents in 7 SHEC states had to participate in healthcare reform mandates through the federal exchange, and without sufficient access to information that is necessary for successful participation.

To reduce the number of the under- and uninsured through enrollment under the federal exchange system, the SHEC established collaborative relationships with local Community-Based Organizations, advocacy groups and other partners to provide education and outreach.  This presentation will explore the strategies used by the SHEC to:

(1)    Conduct outreach, education, and enrollment,

(2)    Increase the SHEC’s capacity to collect data to assess the impact of events on participants’ knowledge of the ACA and enrollment requirements, as well as intent to enroll, and

(3)    Publicize events, solicit the commitment of and engage community stakeholders, and connect potential enrollees to enrollment activities. 

The SHEC is one of ten Regional Health Equity Councils formed in 2011 under the National Partnership for Action to End Health Disparities.
