This paper focuses on a recent report of the Institute of Medicine (IOM), "Preventing Psychological Disorders in Service Members and their Families." The report, commissioned by the Department of Defense, makes no mention of preventing war, or reducing exposure to combat, as key primary preventive strategies for precluding mental and other public health challenges for troops and thier families. In 2014, The Public Health Working Group on the Primary Prevention of War published the article: The role of public health in the prevention of war: rationale and competencies. Wiist WH, Barker K, Arya N, Rohde J, Donohoe M, White S, Lubens P, Gorman G, Hagopian A. Am J Public Health. 2014 Jun;104(6):e34-47. The co-authors as well as other members of the Public Health Working Group on the Primary Prevention of War group addressed this concern with the IOM, which responded by framing the prevention of war as a moral and political question, not a scientific one. This presentation will consider this report and our exchange with the IOM, the IOM's policy on conflict of interest, and the broader concerns for public health of the military-scientific-industrial complex.
