This panel will explore the construction of a Public Health model and response to violence, inside and outside of prisons and jails.  We will reflect on the structural aspects of urban violence, the criminalization of mental illness, and the consequences of mass incarceration and solitary confinement.  We will attempt to frame human rights and restorative justice strategies to address these public health problems.

I have served as a Federal Monitor for medical care in NY, OH, FL, CT, and MI. I represented the APHA on the National Commission for Correctional Health Care for 17 years. I was the Director of the Montefiore Rikers Island Health Services, responsible for providing medical and mental health services for prisoners in NYC’s jails.
