Measure and Metric selection to rapidly evaluate and compare Psychological Health and TBI programs

To ensure programs are evaluated as similarly as possible while also considering their uniqueness, an extensive literature review was conducted and four components of program effectiveness - fidelity, sustainability, structures and processes, and outcomes/impact - were realized, defined, and used for measurement. Multiple metrics were selected for each measure while several measures were selected for each component of program effectiveness. Metrics for each identified measure were operationalized using a standard questionnaire for all psychological health and TBI programs. Consistency of program review across measures and metrics was controlled on four program activity types that were broadly defined. A standard methodology was then used to review, abstract, assess, and rapidly evaluate specific information for each measure/metric. This evaluation methodology uses standardized measures/metrics and provides a novel approach for comparing approximately 200 psychological health and TBI programs that conduct various activities. It also facilitates an understanding of program effectiveness on an expedited timeframe.
