Public health agencies have recently shown an increased interest in health-related quality of life (HRQOL) as demonstrated by the recent addition of two HRQOL objectives for Healthy People 2020. The two selected measures were composite indices of physical and mental health from the NIH Patient Reported Outcomes Measurement Information System (PROMIS) 10 item Global Health measure. Nationally representative samples of respondents have recently been administered these items across several years using in-person interviews, mailed surveys, and opt-in internet panel surveys. In this presentation we will review steps toward the development of a national index of health outcome using PROMIS items. The project involves collaboration between the NIH, CDC, and AHRQ. Estimates of validity of opt in surveys will be reviewed. Methodologies for developing estimates of quality – adjusted life expectancy will also be presented. Highlights from this ongoing work will emphasize the potential for monitoring population health with broad measures of physical and mental health and describing the potential benefit of harmonizing these measures across state, federal, and international agencies.
