Historical Perspectives on State Programs to Promote Health Equity

The release of the landmark report, the Report of the Secretary's Task Force on Black and Minority Health (commonly known as the Heckler Report) served as a catalyst for state level efforts to promote the elimination of health disparities for racial and ethnic minorities through the creation of State Offices of Minority Health. These state offices served as and continue to remain the primary infrastructure for coordinating state public health department activities related to the health of racial and ethnic minority and other underserved populations. The purpose of today’s presentation is to discuss the importance of these transformative initial responses to the release of the report, and also highlight some of the key activities that facilitated the development of state-level infrastructure to support minority health.

Qualified on the content I am responsible for because: I served as the Coordinator of the Governor’s Task Force on Minority Health and the Executive Director of Ohio Commission on Minority health. The Commission was the first state agency in the nation established to address the elimination of health disparities for racial/ethnic communities. I chair the board of the Health Disparities Collaborative of Ohio, a statewide advocacy network.
