Implementation of the federal marketplace within a conservative state required some innovative approaches to ensuring health insurance enrollment information to a broad base of uninsured and under-insured. Community coalitions were formed to ensure maximum enrollment and dissemination of options. Lessons learned during the first wave as well as ongoing challenges will be discussed.

Demonstrate the impact of a community coalition in changing the health care system within a state. Describe the policy conflicts in implementation of the Affordable Care Act specific to women and children’s health.

Qualified on the content I am responsible for because: Dr. Karen Peifer is the Senior Director of Children’s Health, First Things First. She is the project officer for $25 M preventive health programs for children under five. She has worked in program development, research and evaluation for 25 years. Previously, she conducted community based participatory research with community clinics in Colorado. She holds a MPH and doctoral degree in public health from the UC, Berkeley and has participated on state and national committees.
