The Universal Declaration on Human Rights (General Assembly resolution 217 A (III) proclaimed by the UN General Assembly in Paris on 10 December 1948) addresses population health only as the right to health care (article 25).  But, human rights are better achieved and appreciated if the recipients are healthy as defined by the World Health Organization and healthcare plays but a small part in keeping people and populations healthy. 

Healthy populations are the result of efforts on the part of individuals and all levels of community from household to national and international government. Chronic obstructive pulmonary disease, a major cause of mortality and morbidity worldwide, will be used to illustrate the interaction of individual, household, and government have in preventing or causing ill health and thus the ability to enjoy rights and full participation in the community.
