This study assesses the readiness of Los Angeles County community health centers for health care reform in the early stages of ACA implementation by attempting to become “providers of choice” rather than “providers of last resort.” Measures of readiness include clinics’ work to gain patient-centered medical home recognition, adopt health information technology, contract with managed care organizations, and participate in quality improvement activities. Many health centers in Los Angeles are well-prepared for reform, while others, particularly smaller clinics, may need external support to achieve the goals laid out by the ACA.
