Historically the protection of mothers and infants in Vietnam has demanded ingenuity and sacrifice under conditions of economic hardship and strife. Since the end of the war and the reunification of the country, major reductions have occurred in both maternal and infant mortality. Safe Motherhood has been advancing annually, but much effort remains to achieve the Safe Motherhood indicators identified in the National Population Strategy for the period 2001-2010. Meeting the remaining challenges in environmental and population health will require economic growth, multisectoral and international collaboration, analysis of the demographic and changing social conditions, and adequate resources for planning, monitoring, and evaluation. With no legal barriers to abortion, Vietnam has the highest abortion rate in Asia. In recognition of complex social and health service factors affecting the use of abortion, the National Strategy aims to improve counseling, reduce the rate of abortion, and ensure quality of abortion care. Adolescents and young adults (ages 10-24) constitute nearly one-third of Vietnam's population, and the impact of recent social and economic changes on their health has been dramatic. A new focus on adolescent reproductive health is viewed as key to Safe Motherhood. A five-year Master Plan for Safe Motherhood has been developed to go beyond family planning and prenatal care to incorporate broad reproductive health objectives, indicators and evaluation strategies for assessing program effecgtiveness, and mechanisms for strengthening program management and monitoring. | |||
Learning Objectives: At the end of the session, those attending will be able to: 1. Understand the historical and cultural context of barriers to Safe Motherhood in Vietnam, as well as current opportunities for promoting reproductive health. 2. State indicators for linking healthy communities with Safe Motherhood. 3. Explain the agenda of the Ministry of Health for reducing the incidence of abortion and ensuring its safety. 4. Describe the challenges in adolescent reproductive health in Vietnam for achieving Safe Motherhood. 5. Recognize outcomes of the strategic planning process for establishing the first national master plan for Safe Motherhood in Vietnam. | |||
