Introduction: Guidelines and procurement policies supporting healthy and sustainable food and beverage service at institutions are proposed to improve the dietary quality of populations. In October 2013, Washington State’s governor issued a statewide wellness Executive Order 13-06 (EO) requiring that foods and beverages sold or served by executive branch agencies and their programs meet the Washington State Healthy Nutrition Guidelines—a policy that will affect an estimated 67,000 individuals. This presentation will describe the multi-year policy development process that lead to the EO enactment

Approach:  I will describe how the enactment of this policy followed the key steps of a typical (yet comprehensive) policy development approach, including: partnership development, issue identification, determination of options, choice of policy, as well as the development and implementation of an advocacy plan(with a specific focus on key messages used in the advocacy process).

Results: The actual policy itself will be described and analyzed against the initial policy proposal from three years prior to demonstrate the growth and development of this issue area.

Discussion: Procurement policies for public (and private) entities are relatively new creatures. The policy advocacy approach described here can serve as a model for other groups interested in promoting this topic area.
